Global Partnerships Lead

Ranking Digital Rights (RDR) is a program at New America, a nonprofit, nonpartisan public policy institute based in Washington, D.C. Since 2015, RDR has ranked the world’s most powerful digital platforms and telecommunications companies on their policies and practices affecting users’ freedom of expression and privacy in its annual RDR Corporate Accountability Index. RDR staff work from Washington, D.C.; Berlin; Budapest; and other locations.

Job Description

RDR seeks a candidate with at least five years of experience who can demonstrate progressive project management, partnership building, training, and/or mentoring responsibilities in the digital rights field. The ideal candidate should have a strong understanding of the wide range of issues at the intersection of human rights and technology, particularly in international contexts. Previous research and advocacy experience related to online content moderation and governance (including targeted advertising and the use of artificial intelligence), privacy and data protection, and business and human rights is highly desirable. Knowledge of legal threats to digital rights in jurisdictions in Sub-Saharan Africa, Latin America, Eastern Europe, Asia, or the Arab region, is a plus.

As the RDR Global Partnerships Lead, your primary responsibility will be to collaborate with and/or mentor regional and local partners as they develop strategies for holding technology and telecommunications companies accountable for protecting and respecting human rights online. You will help partners contextualize RDR Index data, methodology, indicators, findings, and recommendations for locally owned and locally driven research, policy briefs, and/or campaigns. You will also help advance partners’ engagement with companies in support of their localized internet freedom objectives.

Owing to the ongoing pandemic, no travel will be required for the foreseeable future. A willingness and ability to travel internationally when the public health situation permits, however, is required. We welcome applications from anywhere and encourage applications from outside the U.S., especially from the Global South. The Global Partnerships Lead will also coordinate and track their activities according to established metrics, and support grant proposals and reports as needed.


  • Introduce potential civil society partners around the world to Ranking Digital Rights and the RDR Corporate Accountability Index;
  • Build and maintain relationships with civil society partners ready to engage in corporate accountability research and advocacy at the local and regional level;
  • Advise select local partners in the adaptation of RDR Index data, methodology, indicators, findings, and recommendations for locally owned and locally driven research and advocacy strategies to advance corporate accountability in the tech sector;
  • Provide training to researchers on the RDR Index methodology and the related data management infrastructure;
  • Act as a liaison between RDR researchers and civil society partners to ensure rigorous application of the methodology and to facilitate company contacts, where appropriate;
  • Assist partners in documenting and promoting their research and research process;
  • Establish and support monitoring, evaluation, and learning processes throughout the project for iterative improvement and grant reporting;
  • Develop grant proposal to support additional adaptations, localizations, and campaigns using the RDR Index and its assets;
  • Organize panel discussions and workshops with civil society partners at relevant conferences, and in other fora.


  • Degree in communication, information science, political science, international relations, public policy, law, or a related field, or equivalent experience;
  • Training and/or professional experience in methodology development, qualitative and quantitative research methods, drafting and production of research reports;
  • Strong familiarity with issues at the intersection of technology with human rights and civil rights, particularly the rights to freedom of expression, privacy, and nondiscrimination;
  • Experience working with human rights defenders, journalists, advocates, and/or marginalized populations on technology and human rights issues, particularly in non-U.S., non-European contexts;
  • Excellent English-language oral and written communication skills, including comfort with leading groups and public speaking;
  • Oral and written fluency in at least one language other than English, such as Spanish, French, and/or Arabic;
  • Ability to take initiative and to collaborate and communicate effectively in a remote team operating across multiple time zones;
  • Excellent time-management skills, including the ability to prioritize tasks and meet deadlines;
  • Detail-oriented and organized, with ability to creatively problem solve under pressure and anticipate needs;
  • Familiarity with collaborative platforms for scheduling, document sharing, and task management.

Compensation & Start Date

This is a full-time consultancy, for an initial period of 12 months, with the possibility of extension. Compensation will be approximately $5,000-6,000 monthly. The expected start date timeframe is early December 2020.


RDR operates as a distributed team across multiple time zones. We will consider applications from candidates based anywhere but prefer candidates who can overlap with a 9 a.m. to 6 p.m. day UTC -5 (U.S. Eastern Standard Time) for at least four hours a day. A strong, reliable internet connection is a must. Candidates based in the Global South are strongly encouraged to apply.
