Interim Operations Manager

Ranking Digital Rights (RDR) is an independent program at New America, a nonprofit, nonpartisan public policy institute based in Washington, D.C. Since 2015, RDR has ranked the world’s most powerful digital platforms and telecommunications companies on their policies and practices affecting users’ freedom of expression and privacy in our annual RDR Corporate Accountability Index. RDR operates as a remote team, with staff working from Washington, D.C., Berlin, Budapest, and other locations.

The interim operations manager is a senior-level position at Ranking Digital Rights (RDR). This person will be an integral driver of RDR’s strategy and sustainability, working with the director to achieve operational objectives aligned with RDR’s strategic priorities, recruit personnel and allocate resources, and maintain the organization’s financial health. They will also lead the communication and enforcement of RDR’s day-to-day policies and processes.

As the person responsible for recruitment and hiring, the interim operations manager will oversee RDR’s diversity and inclusion benchmarks and ensure adequate professional development opportunities and pathways for the team.

In addition to working closely with the director, the interim operations manager will be a member of RDR’s leadership team and work closely with other directors of policy, programs, and development and impact. They will supervise the senior operations associate.


  • Develop and regularly maintain RDR’s annual budget, RDR Index budget, and budgets for other programs, ensuring adequate and appropriate allocation of funds in compliance with donor reporting standards;
  • Implement recruitment, hiring, onboarding/offboarding, and professional development programs to maximize diversity and equity;
  • Manage and ensure deadlines are met for non-narrative aspects of federal and foundation grant application and reporting processes, including preparation of budgets and compliance documents, in coordination with the director and director of development and impact;
  • Handle contracting of short-term consultants and other vendors and oversee the fulfillment of contract deliverables;
  • Review monthly financial reports and cost center spending, ensuring that we are on track and making adjustments as needed;
  • Ensure that internal communications and project management tools are deployed with appropriate permissions and security protocols and in service of strategic and team needs;
  • Liaise with New America finance, human resources, and development teams, as needed;
  • Coordinate management of the senior operations associate with OTI;
  • Contribute to program development, partner engagement, and fundraising, as appropriate.


  • Demonstrated success in operations management at a nonprofit or NGO, preferably in the digital rights or a related field;
  • Demonstrated success in establishing and monitoring multi-year budgets funded by multiple sources of revenue, including both restricted and unrestricted funding sources;
  • Experience administering federal grants, including handling financial reporting and ensuring compliance. Experience managing subgrantee relationships preferred.
  • Ability to think strategically and outline a critical path to achieving established goals;
  • Excellent oral and written communications skills;
  • Superior people, project, and knowledge management skills;
  • Uncompromising adherence to deadlines.


This position can be a part-time or full-time consultancy for a minimum of six months. Compensation will be equivalent to $70-90K annually.


RDR operates as a distributed team, with some staff based at New America in Washington, D.C., while other staff and contractors work from other locations around the world. We will consider applications from candidates based anywhere but prefer candidates who can overlap with a 9 a.m. to 6 p.m. day UTC -5 (Eastern Standard Time) for at least four hours a day.
