LOCATION: Hybrid: Remote and New America’s Washington D.C. office
PRIMARY OBJECTIVE OF POSITION:
The Deputy Director (DD) will report to and work closely with the Senior Director of HR (SDHR) to provide strategic HR support to the organization across programmatic and administrative departments. The DD should have a strong background in HR, including strategic planning, management, and hands-on experience. They must also possess excellent organizational, problem-solving, and decision-making skills, with a focus on staff development. The DD is expected to identify opportunities and challenges, collaborate with other departments and teams, and create innovative solutions to enhance the impact and effectiveness of HR services at NA. Additionally, the DD must have a strategic and focused approach to understanding the key change levers needed to develop and maintain a highly dynamic workforce.
Primary Responsibilities (include but not limited to):
- Support the SDHR by assessing the organization's requirements, devising HR solutions that meet those needs, and implementing strategies in various areas such as recruitment, employee relations, compensation, performance evaluation, HR administration, EEO compliance, and employee wellness.
- Assist the SDHR in managing the HR unit and providing thought partnership with constructive and timely input regarding the unit and employee performance.
- Develop and analyze key performance indicators, including turnover, recruitment, and employee engagement, to identify trends, activities, and potential issues within assigned work units.
- Knowledge of key legal precedents, policies, and practices to protect the interests of the organization and individual employees.
- Develop and maintain job postings and descriptions, and implement recruitment and retention strategies.
- Conduct audits of all HR policies to meet best practice guidelines, comply with federal and state legal requirements, and contribute to a positive and inclusive work environment.
- Drive business process improvements and innovations to streamline work and improve efficiency and quality of HR service delivery.
- Create collaborative partnerships within the HR team to break down functional silos, eliminate barriers, and enhance organizational workflow and processes.
- Work with SDHR to review and implement the annual performance management process and identify opportunities to improve staff professional development opportunities individually and as an organization.
- Participate in collective bargaining negotiations and ensure compliance with collective bargaining agreements and labor relations management, including fostering positive working relations with the union leadership.
- Performs other related duties as assigned.
Supervision and Staff Management
- Responsible for overall management and development of HR unit staff.
- Responsible for analyzing workloads within the unit and ensuring a fair and equitable workload distribution.
- Ensure HR-related matters are handled appropriately and comply with local, state, and federal regulations and laws.
QUALIFICATION/EDUCATION and/or EXPERIENCE REQUIREMENTS:
- Bachelor's degree in human resources or related field or equivalent experience.
- 8+ years of progressive human resources experience.
- Strong strategic agility, critical thinking, and problem-solving skills – proven high learning agility.
- Strong attention to detail and quality/accuracy.
- Strong interpersonal skills and exceptional influence skills – ability and credibility to establish a strong network and align with functional peers and business leaders across a matrixed organization.
- Experience with employee relations for union employees, collective bargaining agreements, compensation, legal, and employment issues preferred.
- Thorough understanding of state and federal laws concerning employee benefits and payroll.
- Experience and proven competency as an influential middle- or senior-level leadership team member.
- Strong analytical and problem-solving skills.
- Strong supervisory and leadership skills.
- Ability to prioritize tasks and delegate them when appropriate.
- Ability to function well in a high-paced and, at times, stressful environment.
- Prior payroll and benefits management experience preferred.
- Excellent verbal and written communication skills.
- Excellent time management skills with a proven ability to meet deadlines.
- Proficient with Microsoft Office Suite or related software.
- PHR, SPHR, SHRM Certified Professional (SHRM-CP), or SHRM Senior Certified Professional (SHRM-SCP) current certification preferred.
- Experience with JazzHR, ADP, ASANA, and Slack preferred.
WORK ENVIRONMENT:
- New America is currently operating under a hybrid work model. This role is expected to work from home and our DC office.
- The work environment is in an indoor office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
