The position of Financial Analysis and Grants Manager oversees Private (Foundation, Corporate and Individual) and Public (State, Federal and Local) grants accepted by New America, and maintains consistency with corporate policies. Reviews all grant applications, verifying that all inputs and budgets are correct and meet application requirements. Ensures that spending of grant funds is in compliance with the grant contracts, and that the reporting of these funds is in compliance with grant reporting requirements. Monitors all aspects of compliance with OMB circulars pertaining to the relevant agreements. This position is responsible for providing analytical and operational support within the Finance department to serve New America’s wider organizational needs regarding the administration of the Grants Management process including the review of budgets and invoicing for all grants. Additionally, this position supports the Finance department through dissemination of monthly programmatic financial statements.
Scope of Work / Job Functions:
Grant and Contract Acquisition; Financial Management and Compliance
Responds to queries from Program, Development and senior management relating to grant expenditures, budgets, spending and carry over balances. • Coordinates with Program departments in preparing interim forecasts of program activity for input to grant budgeting and cash flow analysis. • Maintains corporate guidelines, policies and procedures for grant financial management and compliance • Reviews all new grants, contracts and MOUs and their amendments; negotiates terms and conditions as needed. Prepares analyses of requirements to ensure full understanding. • Assists Program to provide necessary information for requests for approvals of extensions and revisions to grants, contracts and cooperative agreements. • Serves as point of contact for assistance with contractual, financial and compliance issues related to incoming grants. • Works with all NA programs, NA hubs, and partners to ensure they have the capacity to handle grants in all financial and compliance aspects. Provides advice on compliance as managers plan new grants. Modifies NA procedures to comply with changes in grant regulations. • Reviews ongoing grants administration to ensure program and financial compliance through desk reviews and NA audits. • Documents, maintains & ensures compliance with all internal control procedures for all grants. • Identify areas of organizational risk or non-compliance and address these areas in a timely manner. • Ensures grant files are up to date with original agreements and copies of all modifications, correspondence and reports. •Manages the organization’s letter(s) of credit with the federal government, do grant draw downs and disbursements when necessary. • Provides regulation interpretation, advice and guidance during project proposal and implementation stages. • Ensures proper close-out procedures and documentation is sent at the end of all grants.
Financial Accounting, Analysis and Reporting
Maintains grant cost center lists •Prepares and disseminates monthly internal financial reports. •Prepares routine and more complex journal entries and reclasses as relating to grant activity. • Reviews and analyzes grant balance sheet accounts throughout the year. • Ability to conceptualize and develop new reports based on perceived and expressed need throughout the organization. • Maintains ongoing review of grant expenditures and reporting, to ensure NA grants are in compliance with established procedures. •Prepares projections of spending to ensure that grants and matching spending are not exceeded, with a particular focus on the multi-year grants and grants that span fiscal years. • Uses information from internal accounting systems to prepare financial reports required by various grantors.
Training and Capacity Building
Trains staff in grants management, full cost recovery, sub recipient monitoring, proposal budgeting and donor regulations, and all financial and compliance aspects of grants.
PRINCIPLE WORKING RELATIONSHIPS: The Financial Analysis and Grants Manager will work frequently with finance personnel, NA program managers and their units, particularly those lacking grant experience, program personnel with and without an accounting background, staff in government agencies managing grants, and auditors. The Financial Analysis and Grants Manager reports directly to the Director of Budget, Grants, and Reporting.
BA or BA equivalent in Business, Accounting, Finance or Economics. Direct experience such as grants management, budget coordination and financial management experience may substitute. •3 years prior experience in a related field preferred. • Knowledge of standard financial reporting requirements for US Federal Government grants; general knowledge of financial reporting requirements for state and other grants. • Microsoft Word and excellent skills with Microsoft Excel. Excel experience should include working knowledge of the pivot table report function. Strong analytical skills. • Strong communication and customer service skills, and ability to exchange information with others clearly and concisely. • Ability to work with a minimum of supervision, but knowing when to seek additional assistance. • Ability to work harmoniously and effectively as part of a work team, responding to frequent demands of multiple customers (internal and external.)
